The Economic and Organised Crime Office (EOCO) has officially confirmed the arrest of Dennis Edward Aboagye, widely known as "Miracles," and Gerald Appiah in connection with an ongoing investigation into a massive GH¢55 million financial scandal. ​[Paragraph] According to a press statement released on Monday, the arrests stem from alleged financial and procurement-related irregularities during their tenure at the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD).

Aboagye served as the Executive Secretary of the Secretariat, while Appiah was the former Accountant. The investigation was triggered by a petition from the current Executive Secretary, requesting a deeper probe into a forensic audit covering the period between August 1, 2022, and February 2, 2025. ​[Info box] ​TITLE: Charges and Allegations ​TEXT: EOCO alleges that the GH¢55 million was subjected to misappropriation, misapplication, diversion, and outright theft. ​BULLET ITEMS: ​Conspiracy to steal and stealing. ​Using public office for profit and causing financial loss to the State. ​Defrauding by false pretences and money laundering. ​Former Accountant Gerald Appiah has reportedly begun voluntarily refunding connected funds ("returning the loot"). ​[Paragraph] The arrest of Mr. Aboagye unfolded dramatically over the weekend.

EOCO revealed that after making "significant new findings" last week, they initiated an operational plan for his arrest and placed a Stop Order on him to prevent sudden travel. Unknown to investigators, Aboagye had already left the country.

Upon his return to Kotoka International Airport on Saturday night, Ghana Immigration Service officers executed the Stop Order and handed him over to EOCO on Sunday morning. ​[Pull quote] ​"He subsequently accompanied investigators on a search on Sunday which is expected to continue today. EOCO further confirms that Mr. Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana." — EOCO Press Statement ​[Paragraph] Both suspects are expected to complete their bail conditions today and will be released while the investigation continues.
