Affected Zeepay wallet holders, including agents and merchants, are advised to contact the Bank of Ghana support team on Tel: 0593974486 or Email: [email protected]. The Bank of Ghana has revoked the Dedicated Electronic Money Issuer licence of Zeepay Ghana Limited with immediate effect from today, July 14, 2026, under Section 13 of the Payment Systems and Services Act, 2019 (Act 987). The revocation is based on multiple regulatory breaches and Zeepay's persistent failure to comply with regulatory directives and the terms and conditions of its licence. The Bank of Ghana said Zeepay issued electronic money without maintaining corresponding cash backing, resulting in a negative variance and a failure to rectify the associated risk exposure to customers and the payment system. Zeepay also failed to comply with Bank of Ghana directives to inject sufficient funds to fully back the e-money balances of customers, agents and merchants, and failed to wind down its e-money issuance business as directed. The Bank of Ghana said Zeepay's continuous use of its DEMI licence constitutes a threat to the stability of the payment system.
